இந்திய அரசு தெரிவித்துள்ள சில நிபந்தனைகள், கட்டுப்பாடுகள் மற்றும் பரிந்துரைத்த முறைகளை கொண்டு, உரிய விண்ணப்ப படிவத்தில், வெளிநாட்டு இந்தியர்களுக்கான குடிமக்கள் அட்டையை பெற விண்ணபிக்கலாம். அவ்வாறு குடிமக்கள் அட்டையை பெற சில நிபந்தனைகளாவன (The Central Government may, subject to such conditions, restrictions and manner as may be prescribed, on an application made in this behalf, register as an Overseas Citizen of India Cardholder)

  1. முழு வயது மற்றும் தகுதி உடைய ஒருவர்,
    1. வேறொரு நாட்டின் குடிமகனாக இருந்தாலும், இந்திய அரசியலமைப்பு தொடங்கிய பொழுது அல்லது அதற்கு பிறகு இந்தியக் குடிமகனாக இருந்திந்தால் (who is a citizen of another country, but was a citizen of India at the time of, or at any time after the commencement of the Constitution)
    2. வேறொரு நாட்டின் குடிமகனாக இருந்தாலும், இந்திய அரசியல் அமைப்பு சட்டம் தொடங்கிய காலத்தில், குடிமகனாவதற்கான தகுதியை கொண்டிருந்தால் (who is a citizen of another country, but was eligible to become a citizen of India at the time of the commencement of the Constitution)
    3. எந்தவொரு நாட்டின் குடிமகனாக இருந்தாலும், 1947 ஆகஸ்ட் 15-ம் தேதிக்கு பிறகு, இந்தியாவுடன் இணைக்கப்பட்ட ஏதாவது ஒரு பகுதியில் குடியிருந்து இருந்தால் (who is a citizen of another country, but belonged to a territory that became part of India after the 15th day of August, 1947)
    4. இந்தியக் குடிமகனின் குழந்தை அல்லது பேரக்குழந்தை அல்லது பேரக்குழந்தையின் குழந்தையாக இருக்கலாம் (who is a child or a grandchild or a great grandchild of such a citizen)
  2. வரிசை என்ன 1-ல் தெரிவித்துள்ள நிபந்தனைகளுக்கு உட்பட்டவரின் மைனர் குழந்தையாக இருக்கலாம் (a person, who is a minor child of a person mentioned in clause (1))
  3. மைனர் குழந்தையின் பெற்றோரர்களில் இருவர் அல்லது ஒருவர் யாரேனும் இந்தியக் குடிமகனாக இருந்திருக்க வேண்டும் (a person, who is a minor child, and whose both parents are citizens of India or one of the parents is a citizen of India)
  4. வெளிநாட்டு வம்சாவழியை சேர்ந்த இந்தியக் குடிமகனின் மனைவி (அல்லது) வெளிநாட்டு வம்சாவழியை சேர்ந்த இந்தியக் குடிமக்கள் அட்டையை பெற்றவரின் மனைவி ஆவர், பிரிவு 7A-ன் கீழ், திருமணத்தை பதிவு செய்திருந்து, விண்ணப்பிக்கும் தேதியில் குறைந்தது 2 ஆண்டுகளுக்கு குறையாமல் இருக்க வேண்டும் (spouse of foreign origin of a citizen of India or spouse of foreign origin of an Overseas Citizen of India Cardholder registered under section 7A and whose marriage has been registered and subsisted for a continuous period of not less than two years immediately preceding the presentation of the application)
