புதிய மாநிலங்களை இணைத்தல் அல்லது உருவாக்குதல் (Admission or establishment of new states)

புதிய மாநிலங்களை உருவாக்குதலும் ஏற்கனவே உள்ள மாநிலங்களின் பகுதிகளையோ எல்லைகளையோ அல்லது பெயர்களையோ மாற்றி அமைத்தல் (Formation of new states and alteration of areas, boundaries or names of existing states)
